HS2 "unaffordable"

For those using the first edition of the textbook in particular, the Leeds city case study mentions the impact that HS2 was going to make to the city at the time when it was first introduced.

Some of this now needs reevaluation given the rising costs of the project and the likely abandonment of some sections, even the section that was going to bypass the village where I was born on the way to Leeds.
